Launch of experimental legal regimes in 2022.

As we know from the information posted on the website of the Ministry of Economic Development of the Russian Federation, by the end of 2022 it is planned to launch experimental legal regimes in the field of digital innovation (hereinafter – EPR) in the areas of:

– telemedicine technologies,

– freight transportation using drones,

– passenger transportation by unmanned cabs,

– business intelligence based on big data,

– medical research on drug efficacy.

Telemedicine Technology

The Digital Innovation Experimental Legal Regime Program for Telemedicine Technologies has been published.

This program allows participants to join in the following cases: they have licenses to practice medicine; the software they use meets the requirements established by the Ministry of Health.

In addition, a future EPR participant in telemedicine technologies will need to provide the following documents (originals or certified copies):

– a license to perform medical activities or excerpts from the registry of licenses to perform medical activities;

– certificate of state registration of the software or an agreement that grants rights to use the software;

– Certificate of information about the unique identifier of the information system in the list of other information systems connected to the unified state information system in the field of health care (with details of the contract for the use of the information system, if your organization is not the owner of the information system).

Cargo transportation using drones

The EAF program on operation of unmanned aerial systems in certain regions of RF: Chukotka Autonomous Area, Kamchatka Krai, Khanty-Mansi Autonomous Area, Yamalo-Nenets Autonomous Area was published.

The program provides for the possibility of joining participants who meet one of the following requirements:

– possessing legally an unmanned aerial system (UAS) with an unmanned aerial vehicle (UAV) with a maximum takeoff weight of more than 30 kg, designed for air transportation and (or) aerial work;

– Having a valid Certificate of Aviation Training Center issued by the Federal Air Transport Agency;

– Having a valid certification center accreditation certificate issued by the Federal Air Transport Agency.

Passenger Transportation by Unmanned Taxi Service

The EAF Highly Automated Vehicle Operation Program has been published.

Companies that have participated for at least one year in experiments on pilot operation of highly automated vehicles on public highways can join it.

Such experiments are conducted on the territory of: Moscow and the Republic of Tatarstan – from December 1, 2018 to July 1, 2022 and on the territories of Vladimir, Leningrad, Moscow, Nizhny Novgorod, Novgorod and Samara regions, Chuvash Republic, Khanty-Mansi and Yamalo-Nenets Autonomous Districts, Krasnodar Territory and Saint Petersburg – from March 1, 2020 to July 1, 2022.
